There is an overwhelming amount of info out there and people are swamped. However, short pointers may be absorbed better. Each week, once or twice weekly, I will zero in on a specific area of job search, so my tips will encompass everything. A comprehensive offering will include one aspect of categories including cover letters, resumes, interviewing; effective networking and other issues that arise (references, thank you letters, Internet applications, and anything else pertinent).

    The best policy is to file and try to claim. When in doubt, this is what labor reps advise that individuals should do. This person has nothing to lose by trying. 

    I’m not sure what you mean by being able to “get money out of the state?” Did you lose a job in another state? If so, you get unemployment or would qualify through the state from which the layoff occurred and would have to question that state’s labor department policies by phone or through that particular state’s website. 

    In any event, for New Yorkers who lose their jobs in New York State and who have unemployment questions, issues in applying and employment quarter status information queries and/or status of their existing claims inquiries, these folks must call the 1-888-209-8124 toll free general number and listen carefully to the tape prompts to expedite a “live” person.

    Do not give up if you don’t get through. Keep trying the number at different points in the business daytime hours. Or read questions and answers on www.labor.state.ny.us about quarters and reporting. People with questions not answered on the labor site, can always call their local One Stop Career Centers affiliated with the Department of Labor and ask for a NYS labor representative to answer the question. They are knowlegdable on reporting status vs. quarters of employment. To find a labor rep at one of these national centers, log onto www.servicelocator.org and tap in your zip code or state. Or you can call the general phone number of the center to which you report when you receive Department of Labor letterhead documents in your postal mail with mandated date and time appointments for you to appear at the office in person. 

    The best and easiest thing to do is apply/claim/file online for unemployment and see what happens. As we all know, policies are changing rapidly to accommodate the sheer numbers of unemployed individuals throughout the state and country, as well.
